Q- How do I or my agency use the NVTC services?
A- If you are a representative from a Federal IC agency or other
eligible component, please visit www.nvtc.gov, and click on the
'contact us' link and "Government Users." You will be directed
to complete a government inquiry form. Shortly thereafter you will
be contacted by an NVTC Account Manager. Once we have established
that the NVTC is authorized to support your organization, we will
work with you to create a project plan that meets your translation
needs.
Q- Who can request an account with the NVTC?
A- You must be a federal government employee working within the capabilities
of the Intelligence Community (IC).
Q- Why do I have to request an account?
A- The purpose of requesting an account is to initiate a relationship
with the NVTC.
Q- What type of material does the NVTC translate?
A- All types of intelligence-related material fall within NVTC's
purview. However, we cannot provide translation services to support
criminal investigations or other non-Intelligence related material.
Q- How much will doing business with the NVTC cost me?
A- NVTC will work with you to define your requirement and schedule.
For large and/or recurring jobs, the NVTC Account Manager will prepare
a Project Plan setting out a proposed strategy and cost. The NVTC
will seek qualified linguist resources for which our customers will
incur the least amount of cost. These may include Government or military
linguists. However, in most cases, owing to short time lines or complexity
of the material, NVTC will use highly credentialed contract linguists.
Direct costs are reimbursed from the client agency via Reimbursable
Agreement or Military Inter-departmental Purchase Request (MIPR).
Q- Doesn't the Intelligence Community already employ translators?
A- Yes, however members of the Intelligence Community are faced with
a large volume of material requiring translation, some of which is
in uncommon languages or dialects. The NVTC was not designed to replace
the foreign language translation efforts of existing agencies, but
to augment and supplement those capabilities. In many cases, NVTC
translators have been used to summarize large quantities of documents
so the customer has a way to prioritize their material.
Q- How do you select your linguists?
A- The NVTC hires and contracts highly skilled linguists in a large
number of languages. Some may work directly for NVTC as Independent
Contract Linguists, while others work for private sectors and other
government agencies and departments. The NVTC also recruits retired
government and military personnel, and in the future will offer internships
and cooperative educational programs.
Q- What qualifications do NVTC contract linguists have?
A- Linguists who perform work for the NVTC must be US Citizens and
reside in the United States.
- Clearances: NVTC contract linguists posses a security clearance
of up to Top Secret or higher (to include a CI polygraph), or is
eligible to receive one (at the discretion of the NVTC). Linguists
that do not posses a security clearance shall complete the required
background questionnaires in order to determine suitability. Linguists
may be assigned to USG facilities to work on classified material
or if the material is unclassified, linguists may translate at
other work sites where security clearances are not required.

- Language Proficiency Testing: NVTC contract linguists are required
to receive a passing score on all or some of the following tests:
- Defense Language Proficiency Test (DLPT) *
- English Composition Test (only if the DLPT does not exist
for your language)
- Translation Test from Foreign Language into English
- Oral Proficiency Interview in Foreign Language
- Oral Proficiency Interview in English
- Professional Qualification Examination
*The DLPT consists of reading or listening to passages in the foreign
language, and answering multiple choice questions in the English
language.
